- first thing that causes workbench to get loaded, then "Workbench" in VMM
- Prefs will work. But it can be possible for a shell window or other
- program to cause workbench to get loaded, in which case the screen
- bitmap gets charged to that program instead.

- manager allowed to use VMM is a good starting point.
